As of right now 6/23/21.  We use the "Well-Architected" framework to evaluate all workloads regardless of whether they are in AWS or not. If we're organized enough and you decide to migrate your workload to AWS we can apply for funding on that WAR at a later date.  If you don't decide to move then we don't get paid, but that is our risk to take.
